R4D on Huffington Post: Recent lessons from capacity building

In the Huffington Post, R4D President David de Ferranti and Senior Program Associate Aarthi Rao co-authored a blog post on lessons learned for successful capacity building in global development.

Written on the heels of the Fourth High Level Forum on Aid Effectiveness, the article draws on lessons learned from three R4D programs: the Transparency and Accountability Program, Joint Learning Network, and Ministerial Leadership Initiative for Global Health.

Designing Development Programs to Build Capacity: Emerging Experience from the Results for Development Institute

 A country’s capacity to effectively implement policies and programs has long been recognized as crucial for its progress. This paper discusses shared program design elements for capacity building across R4D's portfolio that have shown promise so far and have been well received by the beneficiary countries and groups

A country’s capacity to effectively implement policies and programs has long been recognized as crucial for its progress. Inadequate capacity—for example, deficiencies in institutions and in the skills of their personnel—has left a long trail of disappointed expectations for faster reduction of poverty. Building stronger capacity has thus become a prominent priority in international development, as evidenced in such initiatives as the Paris Declaration for Aid Effectiveness and the Accra Agenda for Action.

R4D signs on to the Dar Declaration on Budget Transparency, Accountability and Participation

R4D Program Officer Caroline Poirrier represented R4D at the First Global Assembly for Budget Transparency, Accountability and Participation in Dar es Salaam, Tanzania, where R4D became a founding signee to the Dar es Salaam Declaration on Budget Transparency, Accountability and Participation.

The event brought together nearly 100 civil society groups from 56 countries and 12 international organizations working on public finance and budget accountability issues to launch a global effort to make public budgets transparent, participatory, and accountable.

Transparency & Accountability Program announces 3rd Open Grant round winners

21 November, 2011

These organizations will use Citizen Report Cards to assess citizens’ perceptions of the quality, adequacy and efficiency of health, education, and water services and to advocate for concrete improvements in how these services are delivered. An R4D team will provide support and facilitate peer learning and networking among them.

R4D’s Transparency and Accountability Program selected 10 new Civil Society Organizations (CSO’s) that it will support as part of its TAP3 Open Window Grant.

TAP Announces Request for Proposals

The Transparency and Accountability Program (TAP) is pleased to announce the opening of its latest request for proposals. In the newest phase of the Grants Program, TAP will sponsor up to ten organizations to design and implement a citizen report card (CRC) project, and related advocacy, that focuses on improving how money is being spent and how services are being delivered in the health and education sectors at the national, sub-national, and/or local level in their countries.

Dennis de Tray on Capacity Building

Dennis de Tray, R4D Principle, in a new working paper addresses both capacity building as the bedrock of international development assistance and areas where it can be improved. He argues that the international community’s record on this front is not what it should be and offers strategic insight into how they can do better. He also argues that this problem is most serious in poor, weak and capacity constrained countries.
