Developing a Global Advocacy Strategy to Support Early Learning

The Challenge

Despite growing policy attention to the early years of children’s lives, fragmentation of the early childhood development community complicates effective global collaboration and commitment. The Children’s Investment Fund Foundation (CIFF) aspires to build and support an active global movement to achieve measurable impact focused on early learning by influencing political and financial commitments in low- and middle-income countries.

The Opportunity

CIFF contracted Results for Development Institute (R4D) to develop a global ECD advocacy strategy to help the foundation achieve measurable impact in the field and inform what a global coalition around early learning and early childhood development might look like. R4D identified leading organizations, associations, and individuals in this space and provided CIFF analysis and recommendations in support of their goals.

Our Work

R4D’s work for CIFF included:

  • Desk research and interviews to inform a stakeholder analysis of key actors in early learning and early childhood development at the global, regional and national levels
  • Recommendations on how to effectively collaborate with these actors and support a broader global early childhood coalition
  • Identification of lessons from previous early childhood campaigns and from allied fields that can inform advocacy for early learning
  • Strategic recommendations that will feed into CIFF’s global early childhood advocacy strategy
