aids2031: Costs and Financing Working Group

aids2031 is a international consortium of partners examining the future of the HIV/AIDS epidemic. The Costs and Financing Working Group is focused on modeling and analyzing the long-term costs and financing of the epidemic, and examining scenarios in which major policy shifts now can improve the future expenditure and financing situation.

Over the past 25 years, AIDS has imposed a huge cost, in economic and social terms, on many countries, communities, and households around the world. At the same time, the price tag to respond fully and effectively in the areas of prevention, care and treatment, mitigation, and research has grown to tens of billions of dollars, and is continuing to increase. There have been dramatic increases in funding, but available resources are now becoming increasingly tight as the global recession adversely impacts both donor and developing countries, and as other competing priorities (e.g.

Governance Program Officer

The Program Officer will work full time on R4D’s Transparency and Governance Program, initially with seventy five percent of their time spent on the Transparency and Accountability Program (TAP) and twenty five percent spent on the Strengthening Institutions to Improve Public Expenditure Accountability project.

Duties: 

Reporting directly to one of the Managing Directors of R4D and working under her/his guidance, the Program Officer will play an important role in designing and implementing R4D’s transparency and good governance projects, in close collaboration with the Senior Program Officer. Responsibilities encompass a range of managerial, analytical, and written/oral communications tasks. The Program Officer will be the coordinator and main point of contact for the Francophone grantees in the new phase of TAP work, which will include assisting with workplan development, reading and providing feedback on reports, and managing deliverables. Other duties will include providing technical assistance to all grantees as needed, coordinating advocacy and communications workshops for grantees, and fundraising. Given the nature of this project and the entrepreneurial environment of R4D, Program Officers are expected to be self-starters who can work relatively independently, exercise good judgment, and deliver results.

Potential tasks and responsibilities include:

  • Developing workplans, budgets, and related planning documents and guidelines
  • Organizing key meetings, workshops, and seminars, including drafting agendas, background materials, presentations, and summary reports of the proceedings and agreed follow up actions
  • Overseeing studies undertaken by Francophone IMO grantees
  • Building and managing relationships with grantees, government officials, and World Bank country officers
  • Providing technical support, both in French and English, to grantees as needed
  • Proposal development for TAP and other new Transparency and Governance Program projects
  • Commissioning background papers and other studies/publications; including drafting terms of reference, soliciting and reviewing proposals, developing contracts for work streams, and managing contracted consultants and reviewing their products
  • Conducting in-house studies as needed, including literature reviews and other pieces of focused analysis
  • Developing case studies and briefs based on IMO work and possible field visits to be disseminated to an external audience (including NGOs, donors, and developing country government officials)
  • Working with the project team to improve the visibility of TAP to a wide array of audiences
  • Preparing slide decks, draft reports, and other outputs
  • Presenting to internal and external audiences
  • Performing other duties as assigned
Qualifications: 

The ideal candidate for this position will possess the following qualifications:

  • An advanced degree in public policy, economics, international public health, business, or other relevant discipline
  • 3-5 years of relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank
  • Knowledge and experience in public expenditure analysis and/or management issues and methodologies, ideally in developing countries
  • Oral and written fluency in French (required)
  • Structured thinker with excellent analytical skills
  • Experience working with NGOs in developing countries strongly desired
  • Communications experience strong desired
  • Strong writer and oral communicator, with a proven track record
  • Ability to set priorities and handle competing time and resource demands
  • Strong interpersonal skills, including successfully managing internal and external relationships in multi-cultural environments
  • Demonstrated ability to work independently and as a team member
  • Willingness to travel internationally
  • Enthusiasm, energy, and composure under pressure

Innovative Financing for Education

In this paper, R4D Managing Director Nicholas Burnett and Oxford University Visiting Research Fellow Desmond Bermingham draw upon their extensive knowledge of education and on R4D’s work on innovative finance in other areas to examine how innovative financing can be applied to mobilize funds for education.

The education sector has yet to harness the benefits of innovative financing mechanisms for development, as has been the case in other sectors like health.

R4D launches aids2031 synthesis report and convenes global leaders to discuss the future of the AIDS response

Strategies for Financing Education: A global view

This article was written for the International Working Group on Education and discusses the importance of innovative financing for education, particularly in low-income countries.

The global economic recession has tightened budgets, straining the willingness of donors to continue financing educational programs in low and middle income countries. Managing Director Nicholas Burnett keynotes education donors meeting

Nicholas Burnett delivered the keynote presentation to the International Working Group on Education, a biennial assembly of the major public and private donors to education, in Stockholm on June 7.

The theme of this year's meeting was "Financing education: Redesigning national strategies and the global aid architecture". Burnett argued that parents and developing country governments are doing their best but that international donors lag behind. He called for attention to seven topics:
